(a) Transcripts of testimony,
if any, must be recorded by an official reporter, or by any other
person or means designated by the designated representative conducting
the investigation.
(b) Transcripts will be treated
as confidential and must not be disclosed to any party except as provided
in this subpart or as otherwise ordered or permitted by the Board,
or required by law or regulation.
