SECTION XI—Policy for Plain-Clothes Operations

A law enforcement officer must be in uniform while on duty unless the law enforcement officer’s supervisor determines that, under the circumstances presented, a uniform would limit the law enforcement officer’s ability to effectively perform his/her duties and the law enforcement officer is engaged in—
(1) the protection of personnel of the Board or a Reserve Bank, or visitors to or guests of the Board or a Reserve Bank; or
(2) surveillance or investigation designated to protect and safeguard the premises, grounds, property or operations of the Board or a Reserve Bank.
