The Financial Crimes Enforcement Network (FinCEN) transferred its regulations from 31 CFR part 103 to 31 CFR chapter X effective March 1, 2011. FinCEN did not publish the appendixes in 31 CFR part 103 but made the material contained in the appendixes that is still required by the regulations available on its website.
